NEW REZONING APPLICATION FILED FOR 7-ELEVEN (Updated)
Interests representing a commercial retail development have filed a new rezoning application to build a 7-Eleven for properties at 14702 Bellamy Road and 5911 Ehrlich Road.
The new application, RZ-PD 26-0974, was filed in May to replace the current zoning (ASC-1) with a Planned Development rezoning. This would condense a two-step standard rezoning into a one-step Planned Development rezoning to streamline project review. The first phase of the original two-step standard rezoning application was withdrawn in April.
The new Planned Development rezoning proposal has been scheduled for the meeting agenda of the Zoning Hearing Master on August 24, 2026 at 6 p.m. The county says that date could be subject to change if the application is deemed out of order during the review process, or if the applicant requests a continuance.
ZHM hearings are in the 2nd floor meeting room of the County Commissioners in the Frederick B. Karl County Center, 601 E. Kennedy in downtown Tampa. Hearings are open to the public.

IMPORTANT NOTE: The Planned Development rezoning application number, RZ-PD 26-0974, must be included as a reference point in ALL emails and correspondence on this rezoning application.
If you would like to submit further comments or materials after the cutoff deadline, you must submit them in person or by proxy at the hearing. Materials cannot be submitted at the hearing through virtual participation.
If you wish to speak at the hearing, either in person or by virtual participation, please register using the Public Comment Signup Form.
You can register starting one week before the hearing and up to 30 minutes prior to the start of the hearing.

Dear Cumberland Manors Community
Welcome to another year in our community. We are happy to report all of our recent improvements and upcoming events for this year.
Recent and Ongoing Community Improvements (2025-2026)
We welcome 2 new members to our HOA Board – Tami Myers as Treasurer and Zachary Davis as Secretary. Please read about their story in the Meet the Board Section of the Web site.
Our Park pond Fountain is being replaced this Spring along with the associated electrical upgrades necessary to sustain its operation for the coming years.
Our Park Lighting pole lighting has been replaced to improve the lighting levels and security of the area.
Our Entrance sign lighting has been upgraded with energy saving LED lighting. There were electrical repairs and upgrades completed as well to the irrigation system at the entrance wall.
We have removed Dead trees at the Main entrance common area as well as within our Park.
We are working with the County to mitigate the drainage easement along Beaver Way to improve the conveyance of Storm water.
We continue to invest in our Community Watch Program with the County Sheriff Community Patrols in a concerted effort to maintain a safe environment and maintain our Posted Speed Limits especially along Heathridge Drive.
We have formed and enacted our HOA fining Committee to assist the Board with Residents that continue to ignore the Deed Restrictions and continued violation notices.
We are improving our communication efforts with all residents by providing a QR Code magnet for your Fridge. The QR code can be scanned by your Phone and will take you directly to this Community Web site, where you can stay up to date with any Community Notices, access Documents, and log in to the Portal to manage your HOA account.

WARNING!
Annual HOA dues could rise for all LOT OWNERS if we cannot form a Fining Committee to control legal fees.
Cumberland Manors needs volunteers to meet just one time every three months.
A Fining Committee, governed by changes in state law, could mean savings of THOUSANDS of DOLLARS in legal fees EVERY YEAR.

Right now, to enforce our covenants, we mail a couple of warning letters. If that fails, we begin to pay the HOA’s attorney to take legal action to correct violations.
Instead, if we have a fining committee, the HOA Board of Directors could vote – if the two violations letters are rebuffed - to refer violations to the Fining Committee. This would be a cost-saving alternative to paying attorney’s fees to enforce covenants.
The Fining Committee can issue fines of up to $100 a day up to $1,000 for continuing fines of EACH violation. Property owners who dispute violations could speak at the quarterly Fining Committee meetings. They also would be notified of an upcoming Fining Committee meeting and fix the violation prior to the meeting to avoid a fine.
It would be a Win-Win for everyone; the HOA can enforce covenants without paying attorney’s fees and property owners – including owners of rental properties – would be more likely to fix violations to avoid fines.
Without a Fining Committee, the strain of our annual legal expenses could force the Cumberland Manors HOA to increase annual dues beyond the normal rise in operating expenses.
We need to maintain our community’s standards to preserve our neighborhood’s quality of life AND our property values. A Fining Committee could be vital in protecting our quality of life.

Our neighborhood park reopened after the county's Environmental Services Department inspected it on Friday (12/06/24).
The county said nothing suggested any lingering environmental problems associated with recent flooding at the park and overflow from a county wastewater pump station due to Hurricane Milton.
Several days earlier, our HOA hired an outside vendor to clean the playground equipment and the metal benches and tables in the park.
The Cumberland Manors HOA appreciates efforts by our management staff at Greenacre Properties as well as efforts made on our behalf by the office of County Commissioner Ken Hagan.

Don't Enter the Water With Fresh Cuts or Scrapes.
Data showed that two new bacteria-related deaths occurred in Pinellas County. Cases have increased in Hillsborough, Leon and Pinellas counties, Patch . com reported on Oct. 28, 2024.
Vibrio vulnificus is a gateway to necrotizing fasciitis, which the Centers for Disease Control and Prevention said is a "severe infection in which the flesh around an open wound dies."
"Many people with Vibrio vulnificus infection can get seriously ill and need intensive care or limb amputation. About 1 in 5 people with this infection die, sometimes within a day or two of becoming ill," the CDC added.
State health officials warned people not to enter the water with fresh cuts or scrapes.
In 2023, the bacteria caused 46 cases and 11 people to die, data showed. Last week, Florida health officials reported 74 confirmed cases and 13 related deaths, according to Patch . com.

The following is a reprint of an email from Hillsborough County for customers of Hillsborough County Solid Waste:
This is an update from Hillsborough County on storm debris removal and the progress county debris haulers are making in the community.
Over 150 specialized trucks are on the road seven days a week and have the capacity to collect 60,000 cubic yards of debris daily. The first pass of collection efforts in unincorporated Hillsborough County is estimated to be completed by Nov. 17, 2024.
To help you view the status of debris collection in your neighborhood, we recently launched a debris tracking map.
In addition to storm debris collection curbside, the county has extended hours for several facilities, opened two for 24/7 service, and continues to open temporary debris sites throughout the community for self-hauling of materials and tree debris.

Cumberland Manors is seeking at least three volunteers from among property owners to serve on a Fining Committee.
Initially, the Fining Committee would meet every couple of months or so. It's designed to enhance our HOA's ability to enforce violations to preserve property values, our quality of life and resident safety. It's hoped that Fining Committee meetings will be less frequent once established.

As you may be aware, Hillsborough County is under a ‘Water Shortage Order’ which currently extends to July 1, 2024.
Below is a link to the County website along with a synopsis as it relates to enforcement of violations. Associations enforcement is curtailed through at least July 1st related to replacement of plant material to meet aesthetic standards.

One of our board members recently retired from the Cumberland Manors Board of Directors.
We're seeking a volunteer to fill that fifth spot on the board for at least the rest of the year.
Ideally, this volunteer property owner would be available to be appointed by the board and attend our next meeting of the Homeowner's Association on June 5th at 6:30 p.m. at Greenacre Properties, 4131 Gunn Highway, Tampa.
After that, there are also HOA board meetings scheduled for September and December.
